Herath added India's woes by removing Karthik to leave Indian stuttering at 111/3 in 27 overs.
Sent in to bat, India lost Kohli (31) after the skipper added 49 runs for the second wicket with Rohit Sharma in their must-win match.
Herath trapped Kohli leg before in the 21st over to reduce India to 76/2 in 20.3 overs. Kohli hit four boundaries in his patient 53-ball knock as he tried to build a solid foundation for the team with Sharma.
Sharma and Kohli had a tough time negotiating Sri Lanka pacers as they struggled to score freely.
India suffered an early blow as they lost Shikhar Dhawan (15) to Sri Lankan skipper Angelo Mathews, who struck in his very first over. Dhawan hit couple of fours in his 16-ball innings before Mathews reduced India to 27/1 in 6.2 overs.
India retained the same playing eleven that beat the West Indies in their previous game.
Sri Lanka made two changes, bringing in Dilhara Lokuhettige and Rangana Herath in place of Nuwan Kulasekara and Sachithra Senanayake.
Sri Lanka kept themselves in contention for a berth in the final of the tri-series with a comfortable 39-run victory over West Indies on Monday, a result which has thrown tournament wide open with all three teams in fray for the title clash.
The win has catapulted Sri Lanka to top of the points table with nine points with the best (+1.019) net run rate among the three teams. West Indies (-0.383) also have nine points but are placed second due to inferior NRR. India are last on the table with five points and worst (-0.524) NRR.
Sri Lanka's victory has left India with no option but to win Tuesday's match against the South Asian neighbours to qualify for the final. According to statisticians, all India need to do is to win by one run of off the last ball.
